Hardware / Circuit

Can the Adafruit 1.2" displays be used with the PDT.

Yes, with a little extra work they can be used. Please refer to this page for more information.

Sketch

When compiling the sketch (after installing the Adafruit libraries) the following errors are generated:

...\ArduinoRobot.cpp: In constructor 'RobotControl::RobotControl()':
...\ArduinoRobot.cpp:8: error: 'LCD_CS' was not declared in this scope
...\ArduinoRobot.cpp:8: error: 'DC_LCD' was not declared in this scope

NOTE: This is an old issue from when the Adafruit libraries were installed manually. Current versions of the Arduino IDE have a library manager to handle library intalls and this should not be an issue.
Original answer: This is caused by a conflict between different versions of the Adafruit libraries. The simplest solution is to delete (or move) the Robot_Motor and Robot_Control directories out of the libraries directory.

PD Test/Tune/Track Software Utility

The program (or one of the windows) is stuck minimized. The lane place/time display is small and will not resize.

Hold the Ctrl key down while opening the main program (or the window). This will force the program (window) to open normally, discarding the previous size and position.

Other

I want to purchase a shield PCB but I do not have a PayPal account.

A PayPal account is not required to make a purchase. A purchase can be made via PayPal using only a credit card - look for the 'Don't have a Paypal account' option at the bottom of the purchase page.
